UMANG aggregates 1,200+ central and state services but never unifies them — a PF balance, a driving license, and an ITR each live behind a different portal and a different login.
HeyGov replaces that with one conversational layer over EPFO, Parivahan, Income Tax, and DigiLocker. Cross-service requests use India's real Account Aggregator consent flow, so the citizen controls which records are read, and for how long. Beyond records, general questions — deadlines, eligibility, how a process works — are answered directly in the same chat; the language model explains, but every number it shows is computed from records, never invented.
